Can't find the blueprints that I need.

I have docked at the newb stations several dozen times but I can't find the residential and entertainment complex meant for my Apollo station? What stations do they spawn at the most?

They are randomly listed. Contracts change at 0, 15 and 45 of every hour. Each time they randomly list the blueprints. Just have to catch them at the right time. If others are on, post in chat what you are looking for. Anyone visiting a SS will look and let you know when they see one. Contract Board is the same for everyone.
