V 5.1304 Skills Error

I'm not sure about other skill bonuses, but the Jump Gate Alignment Time does not change when a new Character is loaded without reloading the game.

My Character Isla Fatdeth has a Jump Gate Alignment Time of some 10 seconds. I changed to Mooncrest without reloading the game and the Jump gate Alignment Time remained at 10 seconds and not Mooncrest's time of 1.7 seconds.
