Npc's now move colonists from osb to colony hospitals
Jam came in to announce this implementation in game earlier.
No clues as to how it functions. I have tried a few different commands without success. For now Myself and fleas are testing a couple of npc's with the normal trade command between osb/col. One with a PQ and one without. We have taken base readings and will monitor closely to see if health & thus morale increase. We may even see the hospital bonus % rise but unknown as yet.
This feature is beta only at the moment.

Jam told me about this on IRC a few days back.
Colonists will travel by NPC, no commands needed. The only thing needed is an NPC route between OSB and hospital colony.
Treatment bonus will be added to the morale at the OSB the colonists originate from.
The passenger numbers of NPCs will be the determining factor for how many people move, so equipping an NPC with PQs will see to more colonists being transferred, thus boosting the morale faster.
If i got him right, he wants to see how it goes and maybe add training capabilities to this system, meaning universities will also train OSB colonists.

The system Jam was testing last I heard was for it to simply use the passenger space on existing NPC ships, so NPCs already doing trade routes will cover this.
Again...this is what he was testing...not confirmed that it's how he did it.
One thing we also need to confirm is how many steps he allows it to go.
For example...the minimum would be for a colony with surplus hospital to give a boost to an OSB that NPCs haul to. If -separate- NPCs then trade from that OSB to -another- OSB is it counted? And so on...and so on. One step would be the easiest and most likely...but I was asking for a second jump.
Based on this system (if it's indeed how he implemented it) it might be of benefit to have NPCs loaded with Passenger Quarters set on routes between colonies and OSBs to boost the OSBs to cover larger populations.

Good point H. I have just set up a Lev npc with a class 16 PQ in prime so should no soon as he's already in system

It takes days to c results on col w hospitals. Im sure this will be the same.
If it works right will revolutionize osb morale limits.

Two additional pieces of info, straight from IRC:

<jam> in some instances it might take 48 hours to kick in not 24
<jam> but if there's a trader between them there should be some result
